I like a pulley rig as the gurnard here at least tend to be well out and that helps with distance. If thats not an issue just try a two hook ledger rig. Baits can be a thumb size lump of skipjack tuna or fresh kahawai if you have it. They take softbaits really well if you are in a position to fish them to your gurnard. Just keep them moving.
