Soft dry surfaces as opposed to wet muddy (slippery) surfaces require different tyres.
Sand and very fine shingle (like Whirinaki, etc) require a wide load carrying smooth footprint.

On soft dry surfaces you want the tyre to sit on top of the sand and spread the weight of the truck over a wide footprint.

On slippery surfaces you want a tyre to 'dig in and clear the mud' to find grip.

    The problem is different.
On sand the problem is sinking into it.
On muddy surfaces the problem is grip.

So to answer your question, sand and shingle are both soft surfaces where the primary requirement is 'not sinking' into it.

Whatever you choose is going to be a compromise anyway as you still have to use the vehicle on the road as well.

If you're unlikely to be doing any slippery mud/grass hill work, I would go for a desert dueler type of tread pattern. That should be reasonably capable in the sand/gravel and still ok on the road...
