    I disagree. The surf break, and the gutter just behind the break are always full of bait fish. Often people cast way past the fish. Look at fishing comps where women take out a good proportion of the prizes. They don't wade for miles. They don't cast for miles. They fish simple, and hit the surf zone. Behind the surf churns up beautifully. In reality the fish are already there. The scent may attract larger fish mind you. At least that's how I figure it works on a surf beach.

    Here's an example to consider, and I'm keen to hear opposing opinions. Anyone who fly fishes for trout will understand how structure, current and the lie of the bottom works. Current sweeps food around structure. The lies directly behind and beside structure reduce the drag on the current, meaning it creates eddies and food is distributed throughout that area. No structure, or smaller structure, or a change in the bottom such as a hole or channel means fish can sit just in the edge of the current and food pushes into those areas. Small fish know this and use those areas as cover and a source of food. Bigger fish know that smaller fish frequent those areas. Sea fishing and fresh water fishing aren't so different in practice.
