    I believe you are aiming your comments at the wrong organisation. Seafaring matters are not handled by the government, they are handled by the Maritime Safety Authority. This organisation have left the wearing of life jackets to individual harbour masters, who are controlled by local councils.

    It is my strong belief that when a rescue is required to save lives, the survivors, if not wearing flotation devices, should be made to meet the cost of the entire operation. If the rescue involves aircraft and helicopters, then so be it. It would only require one test case to go before the courts to shake the complacency from idiotic boat owners.

    Someone has asked who would police such a by-law? Already there are launch wardens and honorary launch wardens working for Maritime Safety who police popular boating areas. There are also clubs, such as the Napier Sailing Club and the fishing club, who should insist that all who use their ramps must show they have the correct safety equipment on board, alas a responsibility many clubs, and councils fail to execute.
