What's the difference?

Can someone please tell me the difference between a flatfish and a sand flounder.Fishing regulations state that a sand flounder must be at least 23cm and a flatfish must be at least 25cm.Is a sand flounder what I call a yellow belly and a flatfish just an ordinary flounder?
