Local councils like to wave the green flag, but when it comes to trade waste they see it has a revenue stream. If businesses are prepared to sort and bundle their waste. They should be allowed to take it to the local recycling center and dispose of it without charge or for a nominal fee. At my local center you are watched and sometimes asked if its trade waste. Then made to feel like a criminal for disposing of trade waste. So much for carbon footprint and recycling.
