This sounds familier but brain is not good this time of night so cant remember.I'll guess instead. Light comes on for bulb test when key first on regardless of float switch or handbrake switch.Being a diesel possible fault with stop valve shorting to earth preventing bulb test routine completing.Rev counter won't work 'cause it dosn't start.
