Does the solonoid control a vacuum source to the air valve? I think it has, you need to check if vacuum is being applied to the air valve, so it can be opened to allow air flow
if it is then the injected air is not getting through to the manifold, this comes from the compressor so is just a matter of simulating a cold engine, starting up and check the operation of solonoid and air flow.
