As others have said, the CO and HC's are far to high to be just a cat problem. I reckon its mechanical, so also as previously mentioned go back to basics. Have you done a vac test? I would also do a cylinder leakage test as well as a compression test. My money is on a valve problem but maybe thats why I'm skint
