Hi Mick. If the Ecu is seeing 17.2V when theres only 14.6 Volts in the Battery then I would think that it is pointing towards a defective ecu, ( it would be difficult to get more voltage than you start with ).

What is the voltage reading on live data with the ignition on engine stopped. ? if its still excessively high, Then i would suspect the ecu, if it is correct i would supspect some interference upsetting the ecu whilst its running, Most likely H.T. Such as Plugs, leads coils etc.
