17"HG seems a bit on the low side I would say but not sure if that is anything to do with your problem. It may be worth a look at injector pulse width to see what the PCM is trying to do? That could help with the direction to go next. I know you say you have checked data but what about TPS and MAF as both are directly related to engine load?
