Took another look at vehicle, the map reading in live data agreed with actual vacuum but smoke tested and found a small air leak on the metal pipe under the inlet manifold that goes to EGR valve. After repairing leak the vac reading was slightly better on live data and with gauge.
It's back with owner now no problems reported
