Eventually fixed it, I was testing the power supplies with connector removed from control unit as difficult in-situ, eventually found the engine control relay was not been switched by the ECU when ignition was switched on. Had control unit checked and was told it was not repairable, wired up external relay to trigger engine control relay when ignition switched on and all works fine
