Turbos give problems on these, we're seeing quite a few flagging this code. It appears that these variable vane turbos get carboned up and the mechanism sticks. We've found that just running diesel injection cleaner through the less serious ones seems to work (not sure how long for though!) It does show up on live data though, drive at around 1500 rpm in third, floor it and watch for over boost. It happens quite quickly, as the ECU detects it, you loose power. This fault is not unique to VW's, we had a Honda in with the same type of turbo from a car sales customer. This had a similar fault, luckily Honda replaced the Turbo under warranty.
