Yes that's with ignition on and no air flow (engine not running). It can be measured between pin 3 and 2 I think. Not sure if this applies to hot film MAF sensors but definately hot wire usually used on petrol engines. If the sensor is under performing it usually causes a lean mixture. So if the MAF sensor is to blame I think you'll be looking for a fault as opposed to poor performance of the sensor. HTH
