Les EGR faults are usually flagged quite well on vauxhalls.Can you not see the feedback from your scanner?If the EGR plunger is closed (not stuck)at the moment then unplugging it is not going to help you in diagnosing the fault. Looks like the clue is as you say in the 02 voltage.I would get it up to temp then scope or single it out with your scanner,if not switching between 200mv-800mv 2/3 per second at fast idle try unplugging an injector or introducing an air leak and look for the sensors response. if its not obvious then most certainly a 02 sensor problem.You could try an ultrasonic bath(the sensor not you that is)as you may find a shortage of 02 sensors at present.
