Hi George.
I might be corrected by the more experienced people on here but I think 4 secs is too long. Try forcing a rich mix (by restricting the fuel return) or a lean mix (by inducing an air leak) and see how quick the 02S responds. I think it should be immediate. The gas readings would prob give some indication as to the problem?
