Unless im reading this wrong it sounds to me like the sensor ground wire from the PCM is down. I don't think it matters that the old sensor had continuity to the sensor body, it was probably lucky that it did in this case ??
Also worth remembering that many PCM's use a floating ground to allow for fault detection ( short circuit to ground codes ) so a 'full' ground would make the sensor sweep to a lower voltage than the PCM is expecting. Don't know if this is relevant to your car ??
