    Spot on Michael,the excess o2 in the exhaust combines with the excess fueling the ecu provides during warm up .This is designed to burn in front cat to achieve light off within
    better than 60 secs.
    Its a crude & possibly cheaper method of achieving current spec emission regs.
    Other manufactures obtain the the same thing using more elegant solutions ie cam phasing ,retaring timing & small close coupled cats ect ect.
