not to sure about the timing issue but if the CAT is part blocked this surely would result in a high pre CAT 02 sensor reading as it cannot get rid of excess gases in the ezhaust system. Could the valve timing be incorrect casuing high emmisions. Over active EGR valve is another thought which if its the same type as Z14XE then very common failures so it may be worth trying to blank it off somehow just for test purpose.
