Hi simon
I know that toyota's suffer with this sort of problem from time to time and what we found was that the vvt controller gets clogged with very fine pieces of engine sealer when assembled at the factory.
After a while the controller begins to stick and this is what causes the code , normal fix would be new controller and an oil and filter change.
