All the emissions reading would be useful but, from the looks of it, the O2 sensor is not working. Try backprobing the sensor at the multiplug on the black wire. If it was working the signal voltage would be around 0.9v at those co levels. Then snap the throttle open and see if the signal drops and/or fluctuates. If it doesn't the sensor is goosed. There is a lot more to testing O2 sensors but that's a start. Could also be coolant sensor but live data should tell you what the ecu thinks the engine temp is.
