These carbs are a total nightmare;they were no good when they were new.However,I would first check all the vac pipes for splits & air leaks.The co% is adjustable via a recessed screw at rear of carb .(suggest remove air filter)difficult to see.adjust to approx 1.5 %co .(I don't think this model requires cat test)
