Nissan Primera P11 2.0 16v 1999 - Non start, has spark, fuel pressure and injector switching #

Year of Manufacture *: 1999
Engine Code or Type *: 2.o 16v
( Optional ) Scanner used: carman lite

Hi all this vehicle is a non starter.It cranks OK has spark fuel pressure and injector switching but only 1.1 MS and this doesn't appear to be throwing enough fuel in to start.
We have managed to start it be spraying fuel down it's throat. Even during this opening the throttle
doesn't move the injection time!
We think the fault is the ECU however,there are on fault codes live data seems ok(apart from injection time which has been scoped to confirm )the only other item that looks wrong is the engine malfunction lamp flashes at about 2HZ.

Flashing MIL tends to mean an immobiliser problem,maybe try another key despite no fault codes.Can you access the NATS with Carman?

No I don't believe we can access the NATS,unless some can tell me different?
How does the immobilizes work on the P11?
