Ford StreetKa 1.6 8v 2003 - Programing second hand ECU to car #

Engine Size and Code *: 1.6
( Optional ) ECU Type: durtec 8v siemans
( Optional ) Scanner Used: dec2

I have this ka where the ecu plug got water ingress have replaced plug and I have a second hand ecu but for some reason I cannot code the keys i have got the outcode and got incoode but the ecu denies me coding keys does the ecu need some kind of alignment to the car first. help. ray

I hate trying to fit secound hand ecu,s, as it only saves the customer money and give,s me/you headaches.
But i would think the ecu would need to be programmed as built for the car (12a650 number and chassis number), then code the keys, then updated with latest cal. all using the IDS.
