They said in mitigation that the bullying might not have been intentional - what exactly is the difference between intentional and unintentional bullying? You don't say to a school bully 'did you intend to bully little johnny?' and then let him off if he says no. Seems to me either bullying happened or it didn't, intention doesn't come into it.
