As I understand it, virus particles can be as small as you describe, but at least some of the time the virus would be spread by larger lumps of snot than that moving around - this is what the masks are thought to catch. (the smaller particles have to be addressed by ventilation - hence why the schools are all cold at the moment with the windows open) - and I think it's the larger particles that represent the larger risk by giving a big dose of virus in one go.
I have heard this information multiple times in the media so I'm not sure what you mean by that bit. It seems self evident to me that even the simple masks will reduce the amount of virus being spread compared with no mask. Even if i didn't believe in the masks, i would still put the mask on when going in shops etc so as not to intimidate workers who get no choice but to say put it on, or vulnerable people scared of catching covid and dying.
