I lived in the upper band of the Med (Atlantic) climate for 15 years and observed increased frequency of forest fires and flooding during the time I was there. I know, it's subjective, hence my mention of the (meteorological) data.
Ian mentioned some of the contributing factors e.g. dryness (which may not be the case in Cape as you mentioned) and accumulation of debris/undergrowth. The latter is obviously dependent on land management.
I haven't followed up the stories of arsons in 'my' area, but it was always alluded to in the local newspapers and in the common parlance, usually in terms of the 'gain' by the perpetrators, hate crime etc.
The other aspect of the Med climate is that it includes California and South Australia where we have seen an upsurge in forest/bush fires lately.
