'which you don't have to join' - Indeed, and in the professional circumstance it's understood before people enter that line of employment, not something that's sprung on you out of the blue and potentially spells the end of a job you've been in for many years. If the case for taking it is sound then education, persuasion and facilitation should be all that's necessary. Indeed, in the countries where people actually trust their governments that has generally been the case (even for a majority in the UK, Christ knows why). The most resistance seems to be coming from those countries with the worst citizen/govt relationships, where leadership goes for the coercive tactics because they know the trust is dead and nothing else will work. Of course this then sows further distrust...
Personally speaking I was persuadable on most aspects except the long term unknown risks. After being told to get it or be sacked, then seeing the same happen to thousands in the care sector, I'm like: "you can f* right off!"
