I think Morrisey is calling him unfunny from a purely personal comedic standpoint. As you say in your 2nd graph, these people appeal to a large audience and make them laugh which lets the insidious propaganda message go down unoticed.
As Jimmy Dore noted, Noah has the technical aspects of comedy (delivery, timing, intonation, etc.) down pat but it's his material that is utterly devoid of edge.
