unmanageable,
* Poorly trained and motivated border and police units,
* New units still being formed and equipped,
* Groups of mercenaries, equipped, trained and motivated but too few in number.

incompetent and which is the consequence of a post-Soviet Ukrainian decadence
which consists in offering stripes out of favoritism and not according to proven
skills.

desertion... and even authorized the use of weapons against its recalcitrant
soldiers and a member of the Rada even proposed a law authorizing their
execution immediate...
Despite their extreme repression, these behaviors are multiplying and above all
the combativeness of the Ukrainian units is less and less resistant, causing
mass surrenders from the first battles or hasty retreats from the line of
contact from the first bombardments, as for example in Krasni Liman where 500
Ukrainian soldiers surrendered after only half a day of combat while many units
