RAND have come out with similar stuff in the past. If they had said this document was just another think-tank exercise taking place exploring far fetched options I might have been more convinced as Government do of course game strategy outliers...except of course it rather uncomfortably outlines what actually happened and instead of "playing into" some bogus "QAnon" conspiracy rubbish it actually chimes with more serious commentary such as Raffone's above.
