I've read people criticise using that Mussolini description as a definition of fascism for similar reasons. Nebulous is the cliche but true - I go with Umberto eco's 12 point thingy as a guide (just trips off the tongue in a debate) - he lived under Italian fascism so I guess he'd know it there, but his list was about how fascism varies wherever it arises, so not all fascisms will tick all points (still nebulous).
Palingenetic ultranationalism is the other one I've read about - another winner in debates, but at least it's only two words (albeit opaque) rather than a 12 point list - though I'm not sure if it's any more help. https://en.wikipedia.org/wiki/Palingenetic_ultranationalism
