However i feel that 'getting things in perspective' in relation to a proposal like this is an approach that can be gamed by the elite. Namely via a steady but incremental advance toward a pre-determined goal.

If this initiative is part of a broader agenda, then that context should be ever present not removed. Administrative questions then become political questions and the motivations and characteristics of the advocates become highly relevant.

As for the broad agenda, there seems little attempt to conceal it at this point..
