I think I got that, as in:

looking at fuel poverty rates county by county obscures the inequality within whereby some 'sacrifice' areas have significantly worse fuel poverty than the average and better-off areas.

Hence my comment about the 'sampling'. I am perhaps expecting much, as in a mathematical 'proof', so to speak. Otherwise taking it on his word etc.
