This type of thing always reminds me of the late and great Tony Benn who would point out how the media always framed things in a way to apportion blame to the workers in industrial disputes.

I.e. how we would never get an alternative like "NHS cancer care to be seriously disrupted by government's/employers' refusal to offer nurses a decent pay rise."
