The first incident looks like poor process design with biomass. The current safety management might have been iffy. At some point the regulators will have to tell the truth.

At first glance the second (M4) incident seems to be unrelated. Also not sure if it warrants a second glance (as a comparison) unless a connection with safety of public is in focus etc. I wouldn't have thought the same rules would apply on regulatory agencies : ).
