From the river to the sea, Palestine will be free.
From the sea to the river, Palestine will live for ever.
Palestine not Palestinians. Three syllables scan better than five. So, I'm not sure too much should be read into the difference.
It's basically a cry for liberation.
It could mean a 2 state solution - with Palestine joining the west bank (of the Jordan) to Gaza (the Med). All you'd need is a massive population swap.

Or it could mean one state - a unitary state where all are equal - Jews, Muslims, Christians etc. The civic nationalist model rather than the reactionary and outdated model of ethno-nationalism.
Above all, what's needed is a massive change in attitude. Easier said than done.
Moreover there are no ultimate (I tried to avoid another word) solutions in human affairs. Just one unsatisfactory state to another.
Except perhaps extinction .
