I heard the same from the founder of a charity I volunteered with a few years back - handsupproject.org - as an online teacher with Gazan kids working with their class teache; it's a great charity - puts kids trapped there into contact with kids in other classes around the world, and they make remote theatre together.
I was so impressed with the UNRWA schools' level of and enthusiasm for education. Like Cuba, being isolated, poor but united as a people somehow turned into really high levels of literacy and other skills.
