They might be hoping to take it diplomatically in a peace deal rather than fighting over it....


Reckon the Ukrainians would rather it a ruin than hand it over so Russia would have to hold a major bargaining piece for exchange ( like, say Kiev...) Before they could hope to get it diplomatically...otherwise the entire collapse and surrender of the Ukrainian regime and a unilateral redrawing of the map by Russia would be required.
