I think some right-wing sites had cropped a couple of the videos to make the episodes look worse than they were; the one with Macron for instance, he was actually turning to gesture towards a parachutist but if you crop the video it looks like he was just randomly turning the other way to evertyone else and staring off into the distance. He still looks fairly out of it in the "good" video mind you.
So they seized this opportunity and the article was an attempt to plant the idea in people's minds that any video of Biden showing cognitive impairment is somehow fake or manipulated. Using one or two examples of manipulation to try and taint any existing or future videos of him showing signs of impairment and also to try to head off a likely attack vector for Trump in the upcoming debates: "Who's more demented 2024?".
I notice they didn't try to make any claims for all the videos of him wandering off stage the wrong way or trying to open walls to exit the room and so on.
It's clear they have him cranked up on whatever top end cocktail of speed that they give to the presidents. You can tell from his speech that he's on some heavy doses of amphetamines of some kind. It's probably no coincidence that these episodes occur near the end of events rather than at the start when his gear is wearing off somewhat.
