From memory Jeffrey S has talked about it elsewhere. He first went to Poland and helped them reorganise their economy transition using a loan from the US (possibly IMF, not sure). When he tried to do the same in the USSR he was told (by the US State Department, I think) this was not possible without giving him any reason. I think Ritter is too hard on him (he probably doesn't know all these details). No idea why they don't talk to each other.
