The fact that he gained access to a roof while carrying a rifle and was then able to crawl into position and fire off rounds is definitely a lapse of security at best. The video I posted earlier of the BBC interview with the bloke who said he had been shouting and pointing for a couple of minutes also suggests a lot of incompetence, again at best.

He's on better ground with the "Terror Factory" plots from the FBI but this doesn't seem like one of those; they have to have plenty of contact with someone to get one of these things into play and that very contact is the basis of the case against them. If they were doing that here, they would have to ensure no trace exists of their contact with the shooter to make him look like the lone gunman, which is a whole lot of work and even for the feds hard to do.
