I think the dems must have come to an agreement with AIPAC donors that they needed a way to call for a ceasefire to appease their pro-Palestinian voter base, but tacked on the part about hostages (Israeli hostages obvs, not Palestinian ones being tortured in prisons without charge) to make it acceptable to Zionists. As the Due Dissidence people noted they're careful to not go into details about what kind of ceasefire they're calling for, which means that it'll be the kind that stops long enough to return Israeli hostages before the IOF goes back to bombing the sh!t out of Gaza a week later. Not a permanent ceasefire, which is the bare minimum of what is needed and required by the pieces of paper at the ICJ.
