As the article describes, the USSR let him take his stuff out to the USA during the cold war, after a 2 week prison sentence. The USA just trashed and/or seized it all with a home invasion and he faces a 60 year sentence in the US.

The USA charged him with money laundering for transferring funds to the US to pay his US taxes (the US is one of only two countries that forces US citizens living abroad to pay US taxes), so he was trying maximally to stay within US laws.
