Jeffery Sachs wasn't allowed to deal with Russia's financial problems during transition from communist to capitalist system. Prior to that, he had a same problem in Poland, where he asked for financial injection from the US and he got it. Basically problem solved there. That's why he was 'picked' by Yeltsin to do the same in Russia.

Russia didn't get a cent from US of A for this transition and he ended up with egg on his face and got blamed for catastrophe that ensued in Russia. It's documented. I am tired of repeating myself.
