Maybe because this has been happening since 2014 anyway?
In what way does this differ from present policy? As far as the serving in the Ukraine armed forces bit previously you might be given some kind of "extended leave" to put on your Nazi uniform and if you don't die your home army/ air force will welcome you back with retained pension/ perks when you got home.
