You can't have a democracy even with Proportional Representation so long as the media is still allowed to be owned by a coterie of billionaires corporations and government who frame the debate and create the Overton window of "acceptable" opinion: acceptable to them that is, which then become the policies of the parties and individuals that we are "allowed" to vote for.
