From my experience Iranian engineers are of a highest calibre (Tehran Uni) .. having worked with them fwiw. Thus, the intellectual capacity of that nation is not in question whatsoever to my mind. Sardonically, the funniest part, from my perspective, these guys were working to American codes of practices when I supervised them hehe
