Is there any reading that suggests anything other than the current administration just saying fuck it, we won't be around to deal with the blowback, let 'em fire away?

Is there any sense that they are giving this permission now for some political reason such as making it a problem for Trump to follow through on his claims that he will force negotiations and wind the war down?

Of course giving permission and them actually using them are two different things (they are estimated to cost a million bucks a piece so they won't just be throwing them out there) but what are these people thinking? Have they just lost their minds?
